HAZWOPER First Responder Operations (FRO)

                                                 This HAZWOPER First Responder Operations (FRO) Level course is intended for workers                                                          involved in emergency response to hazardous materials spill incidents.

                                                First responders at the operations level are individuals who respond to releases or potential releases of hazardous substances as part of the initial response with the purpose of protective nearby persons, property, or the environment from the effects of the release. They are trained to respond in a defensive fashion without trying to stop the release. Their function is to contain the release from a safe distance, keep it from spreading, and prevent exposures.

Each student is provided the most current version of the Department of Transportation’s (DOT) Emergency Response Guidebook (ERG), which is required for use during this course. A downloadable version is also available to each student. This fulfills your OSHA training requirement under 29 CFR 1910.120(q) for either the initial or annual refresher training requirement. This course is a minimum of eight (8) hours in length.


Course Objectives:
The structure and objectives of this online training course are centered around the requirements outlined in the HAZWOPER regulation. Each unit is based on one or more of the following requirements.

Upon completion of this program, the participants will be able to:

  • Understand what hazardous substances are and risks associated with them

  • Understand potential outcomes associated with a hazmat emergency

  • Demonstrate the ability to recognized the presence of a hazardous substance

  • Demonstrate the ability to identify hazardous substances

  • Understand the need for additional resources and make appropriate notifications

 

Upon completion of this program, the participants will have demonstrated the following:

  • Demonstrate the basic hazard and risk assessment techniques

  • Demonstrate competency in selecting and use of proper personal protective equipment

  • Describe basic hazardous materials terms

  • Explain how to perform basic control and/or confinement operations within PPE capabilities

  • Describe how to implement basic decontamination procedures

  • Explain relevant procedures and incident termination processes
